Contrairement à plusieurs pays occidentaux, le Brésil n’a jamais mis en place de sanctions économiques à l’encontre de la Russie et a refusé de fournir des armes à Kiev. Lundi 17 avril, la Maison-Blanche a fustigé le Brésil, suite aux propos du président Lula, qui a accusé les États-Unis de prolonger le conflit en Ukraine après son voyage aux Émirats et en Chine.
John Kirby, porte-parole du Conseil de sécurité nationale, qui dépend directement du président des États-Unis, a déclaré que le Brésil «répercute la propagande russe et chinoise sans reconnaître la véracité des faits».
Lula, qui s’était entretenu avec Xi Jinping en Chine, avait accusé Washington de « fomenter la guerre » en Ukraine et a réitéré ces assertions dimanche lors d’une conférence de presse à Abou Dhabi. « L’Europe et les États-Unis continuent de soutenir le conflit. Et donc ils doivent s’asseoir autour de la table et dire : ‘C’est assez !' », a-t-il clamé depuis la capitale des Émirats arabes unis.
Le Brésil n’a jamais mis en place de punitions financières à l’encontre de la Russie.
Les critiques émises par Moscou et Pékin, qui accusent les pays occidentaux pour le conflit qui a commencé en février 2022 avec l’invasion de l’Ukraine par la Russie, sont reprises par le Brésil. Contrairement à plusieurs nations occidentales, le Brésil n’a jamais imposé de sanctions financières à la Russie ni fourni des munitions à Kiev et veut se montrer, tout comme la Chine, comme un médiateur.
Le ministre russe des Affaires étrangères Sergueï Lavrov s’est exprimé lundi avant sa rencontre avec le président Lula à Brasilia, indiquant que les Russes étaient reconnaissants envers leurs amis brésiliens pour leur bonne compréhension de la situation en Ukraine. John Kirby a insisté sur le fait que la guerre pourrait prendre fin dès maintenant si Vladimir Poutine cessait d’attaquer l’Ukraine et faisait retirer ses troupes. Il a également souligné que les commentaires brésiliens selon lesquels l’Ukraine devrait envisager de céder officiellement la Crimée pour la paix étaient malavisés.
